Wow this is turning into a bit of a head scratcher. Can you check all the switch ports are OK? All the inputs to IC22 should be 5v with no switches operated. In which case all the outputs should be low.1 point

Hello I'm back with an update. The oscilloscope arrived, I quickly got to grips with it, and here are the results in photos. IC 10 Pin 3: I'm getting a 514 Hz square wave. IC 18 Pin 12: I'm getting a 100 Hz square wave. And the third photo shows 100 Hz on R83; just as an example. This one isn't a square wave. If you have any other ideas, I'm all ears. In any case, thanks again for your patience.1 point
