OK, in one of the earlier pictures you show the reel deck with the lamps on. If you position the reels so that the lamps hit the sensors and you should measure 5v on pins 10, 11 and 12 on IC5. If you then cover the lamps so that they don't shine into the sensors (or force the reels round a few steps by hand) the voltage should drop to 0v. That way we can confirm the signals are actually getting to IC5. I'm still not confident this is what the problem is but it's good to check as we have to eliminate everything.
