It will be a build up of dirt and possibly grease after someone has lubricated the solenoid, They are designed to run dry just make sure the plunger is clean and shiny and the core of the solenoid is clean of any dirt, Make sure the small vent hole on the top of the solenoid is also kept clear. If it's still too tight then the solenoid may have over heated at some point and the inner sleeve has expanded to nip the plunger.
